The objective of this work is to define the legal regime of telecommunications in Argentina and Uruguay and the applicable legislation regarding submarine data transmission cables. The development of international regulations on telecommunications is carried out, as well as the national regulations of Argentina and Uruguay on the matter, contemplating the particularities of the application of the Treaty of the Río de la Plata and its Maritime Front and its harmonization with UNCLOS. This work advances with a description of the operation of Internet transmission, the concept of critical importance that includes the laying of submarine telecommunications cables, the role of the International Committee for the Protection of Submarine Cables as a liaison organization with organizations of the United Nations and the installation conditions of the FIRMINA submarine cable. Finally, the conclusions will be presented.
